I have what looks like a new ICV, and paper showing it was replaced for $35 in 2024. This price makes it highly suspect. I’m getting 1000 RPM when warm and less or stall when cold.

Is there a way to test whether appropriate inputs are present on the connector from the ECU/DME?
I read somwhere that the valve should be closed if no voltages are present and open fully if 12V is applied to “the terminals”. It would be helpful to verify fully open and closed positions are present when commanded independent of the ECU/DME.
